Treasure Valley Junior Volleyball League

The board agreed upon these rules for our Treasure Valley Junior Volleyball Association. (Revised November 2022)

Membership Requirements of the Treasure Valley Junior Volleyball League:

1.  All clubs will pay a $250 fee for membership of the TVJVL.

     a. Each team will pay a fee of $25 to help cover costs for Club Membership and Sanctioning with AAU.

2.  All tournaments are non-refundable unless a tournament is canceled.

10U will pay $125 per tournament date. There will be 3 tournaments available.

12U will pay $125 per tournament date. There will be 3 tournaments available, plus a championship tournament which will run on a Friday and Saturday and cost $175 for the two-day event. 

14U will pay $125 per tournament date. There will be 5 tournaments available, including a seeding and championship tournament which will run on a Friday and Saturday and cost $175 for the two-day event. 

You have the option to opt out of one tournament, and still not drop down 5 spots in the rankings, after your team's one missed tournament, your team will drop down 5 spots.

16U/18U will pay $125 per tournament. There will be 4 tournaments available for the first session, including a seeding tournament which will run on a Saturday and Sunday and cost $175 for the two-day event. 

You have an option to opt out of one tournament, and still not drop down 5 spots in the rankings, after one missed tournament, your team will drop down 5 spots. There will be 4 tournaments in the second session.

3.  All players are $20 for insurance through AAU.

4.  All coaches are $55 for insurance through AAU. You must complete one positive coaches alliance and the concussion online workshop.

5.  Directors will send their team rosters, anticipated schedule, and any additional information they deem necessary, to spikeit_66@yahoo.com. If your team fails to meet the due date, there is a fine of $25 per team, per week.

6. Your club director must watch a PowerPoint and sign off stating that they will abide by the by-laws of TVJVL and pay an additional fee of $150 before you are allowed to enter any TVJVL tournaments

7. An entrance fee will be charged at ALL TVJVL EVENTS. $5 per adult, $3 for military/senior, and 12 and under are free.

8. GOOD SPORTSMANSHIP: Anyone attending or playing with the TVJVL with poor sportsmanship will be fined or expelled from all TVJVL Events for the remainder of the season. A warning will be given and then a written apology with a fine and possible expulsion for the season will be given by the commissioner.

9. Clean up your area: First, a warning will be given, and then a fine to the Club that is violating the rules. Possible expulsion for the season if this is a repeated offense. This includes family members who come to spectate.

Hosting Tournaments:

1.  The board of directors assigns these sites at our board meeting.

2.  To host you must attend 3 tournaments with your club.

3.  Overflow may be given to schools outside of the board if we do not have enough nets to fit the league during that weekend. Schools that host that are not members of the TVJVL will receive $25 less per team entry fee than TVJVL members.

Facilities List:

Each site must have the following:

1.  Running clock for tournament

2.  Game ball for each court: 12U needs a volley-lite volleyball and must have lines on the floor for the service line or insta-lines so players know where to serve from.

3.  Standard volleyball safety equipment. 10/12U net is set at 6'4".

4.  An entrance fee will be charged at ALL TVJVL EVENTS.  $5 for adults, $3 for military/seniors, and 12 and under are free. A spectator's area: seating may be limited, you may need to bring a chair or stand up. Tournaments are set up for athletes, not spectators.

6.  Adequate lighting

7. If you require an AAU certification the cost is $50, this will be taken out of your revenue from hosting the tournament. You as the director must contact the commissioner to request one before 30 days before hosting.

8. A tournament director on site

You are guaranteed:

1.  The schedule will be posted on http://tvjvl.posthaven.com/  (subject to change up to the Wednesday Night before the tournament). 

2.  No more than 4 teams per pool. Your team will play a round-robin with 3 other teams and then a single elimination tournament for 14U/16U and 18U.

Board Membership

The TVJVL Board consists of 5 members and 1 commissioner. If a board member changes schools or chooses to resign from the board the following will take place:

1.  The board member may choose to take membership to the new school or they may relinquish their board position to a new coach at the old school.

2.  New members will be based on experience and longevity in the volleyball club or TVJVL membership.

3.  The TVJVL board has final approval on all applicants.

 

Tournament Play

1. All-Tournament fees will be $125.00 per tournament date. You must have one coach per team and they must officiate at all levels.

2.  To enter a tournament, you must mail in your entry and pay the full amount by December 27th (10U & 12U) and January 17th (all other age groups).

3.  Please enter your teams according to their age divisions (i.e. 5th and 6th = 12 and under). Your teams may play up, but not play down.

4.  All teams are required to wear the same color of jersey with a number on the back. NO UNIFORM = NO PLAY.  Numbers must be a minimum of 6 inches on the jersey.

5.  A coach's meeting will be held at each tournament. As the head coach, you must be in attendance at this meeting.  If you are late or do not show up to a coach's meeting the first offense is a warning. The second offense is a $50 fine. If you miss the meeting it is your responsibility to check in with the director. The director will discuss all specifications for their tournament.

6.  All teams will share in officiating responsibilities. A Head Coach must officiate at all levels, not a parent! Each coach is responsible for teaching your club members how to officiate, keep score, or run the clock. All scores will be kept on paper.

7.  Please bring your own balls and medical supplies.

8.  You may not share players from one team to the other. If an injury does occur, discuss player substitutions with the tournament director.



 TOURNAMENT OPTIONS: We offer 4 different age groups, 10U, 12U, 14U, and 16U/18U.

All teams will have the opportunity to enter 2 teams in a tournament, if you have a third team you may put them on a waiting list, if there are not enough entries you will be placed in the tournament by the date that the tournament director receives your entry form and money, on a first-come, first serve basis. Clubs who have been members of TVJVL will have a priority for placement.

10U

 1.  We will have a pool of 4 teams. Each team will play the other 3 teams.

      a.  AM Pool Play will consist of two sets to 21 if time permits. Win by one.

      b.  PM Pool Play will consist of one set to 21 if time permits. Win by one.

 2.  All substitutions must be with the same player in a set.  IHSAA Rules govern play.

 3.  Players must serve behind the 20-foot line, no matter the size or age of the player. If the player has served 2 points, coaches will push players to serve behind the regulation service line.

 4.  Boy's teams may play in the 10U tournaments.

12U

 1.  We will have a pool of 4 teams. Each team will play the other 3 teams.

      a.  AM Pool Play will consist of two sets to 21 if time permits. Win by one.

      b.  PM Pool Play will consist of one set to 21 if time permits. Win by one.

 2.  All substitutions must be with the same player in a set. IHSAA Rules govern play.

 3.  Players must serve behind the 20-foot line, no matter the size or age of the player. If the player has served 2 points, coaches will push players to serve behind the regulation service line.

 4.  Boy's teams may play in the 12U tournaments.

5. Championship Tournament: Day 1 - 1 set to 21, win by one, Day 2 - 2 sets to 21, win by one. Single elimination tournament to follow with cross-over matches 2 out of 3 sets, play to 11, cap at 13, deciding set to 9, no cap.

14U

1.  We will have a pool of 4 teams. Each team will play the other 3 teams.

     a.  Play will consist of two sets to 25 if time permits. Win by one.

     b.  You will play a crossover match of 2 out of 3. The first two sets to 25, cap at 27, and deciding set to 15, win by two. 

2.  Idaho High School Federation Rules govern our play at all TVJVL tournaments.

3.  NO Boys will be allowed to play at the 14U TVJVL tournaments.

4. Seeding Tournament: Day 1 - 1 set to 21, Day 2 -  2 out of 3 sets, play to 21, cap at 23, deciding set to 15, cap at 20 

5. Championship Tournament: Day 1 - 1 set to 21, win by one, Day 2 - 2 sets to 21, win by one. Single elimination tournament to follow with cross-over matches - 2 out of 3 sets, play to 25, cap at 27, deciding set to 15, cap at 20. 


16U and 18U

1.  We will have a pool of 4 teams. Each team will play the other 3 teams.

     a.  Play will consist of two sets to 25 if time permits. Win by one.

     b.  No time limit.

2.  Idaho High School Federation Rules govern our play at all TVJVL tournaments.

3. A single elimination tournament will be played after the round-robin play. The top two teams will play another pool's top two teams and a consolation single-elimination tournament will be played with the bottom two teams from the same pools.

4. Seeding Tournament: Day 1 - 1 set to 21, win by two. No time outs. Day 2 -  2 out of 3 sets, play to 21, cap at 23, deciding set to 15, cap at 20. One time out per set. 

5. Championship Tournament: Day 1 - 1 set to 21, win by one. No time outs. Day 2 - 2 sets to 25, win by one, no timeouts. Single elimination tournament to follow with cross-over matches - 2 out of 3 sets, play to 25, cap at 27, deciding set to 15, cap at 20. One time out per set.

Fines:

If your team breaks a rule, you will be warned the first time and the second time your club will not be allowed to compete at the next tournament.

All team one-day entry fees will be $125. ONLY GUARANTEED 1 TEAM PER AGE GROUP.

Two Day Seeding/Championship Tournaments for 12U/14U/16U/18U will cost $175.

•  All teams must notify Cathy Curtis two weeks in advance to cancel tournament play – No refunds will be given.

•  If your team is a no-show and no communication is made you will not be allowed to play the next tournament. No refunds will be given.

ANY DAMAGES DONE DURING A TOURNAMENT WILL BE AT THE EXPENSE OF THAT TEAM. YOUR CLUB WILL PAY WHATEVER IT COSTS TO FIX THE LIGHTS, TROPHY CABINETS, OR THE ITEM THAT WAS DAMAGED. IF YOUR CLUB DOESN’T PAY THE FEE BEFORE THE NEXT TOURNAMENT, YOU WILL NOT BE ALLOWED TO PLAY THAT TOURNAMENT!

LATE FEES:

IF YOU DO NOT ATTEND THE DIRECTOR'S MANDATORY MEETING - FEE $150

IF YOU DO NOT TURN IN YOUR TEAM'S ROSTERS AND FEES BY THE DUE DATE - $25 PER TEAM PER TOURNAMENT ENTRY
